In order to support the implementation of good governance, InJourney Tourism Development Corporation (ITDC) implements the E-Procurement system as an innovation to improve the effectiveness, efficiency, and transparency of goods and services procurement. This study aims to analyze the effect of procurement lead time and Vendor Management System integrated in the E-Procurement system on the effectiveness of goods and services procurement at ITDC. This study uses a quantitative method with a survey approach through distributing questionnaires to 83 active vendors registered in the ITDC E-Procurement system. The results showed that partially the procurement lead time has a positive and significant effect on procurement effectiveness as indicated by the t-count value of 4.887, greater than the t-table of 1.990 at the 95% confidence level. Partially, the Vendor Management System also has a positive and significant effect, indicated by the t-count value of 10.733, greater than the t-table of 1.990 at the 95% confidence level. Simultaneously, procurement lead time and Vendor Management System also have a positive and significant effect on procurement effectiveness, indicated by the F-count value of 105.392 which is greater than the F-table of 3.11 at the 95% confidence level
