Abstract

This study was motivated by the increasing volume of dry bulk trucks at Pelabuhan Ciwandan, which has led to traffic congestion and longer Truck Round Time (TRT), particularly within the buffer area. The objective of this research is to analyze the effectiveness of the implemented traffic management strategy and to examine the role of the buffer area in supporting operational efficiency at the dry bulk terminal. This study employed a descriptive qualitative approach through field observations, in-depth interviews with operational personnel, and document analysis. Data were analyzed using data reduction, data display, and conclusion drawing techniques. The findings indicate that although the traffic management system has been operationally implemented, it has not been fully effective in controlling fluctuations in truck arrivals during peak hours. Limited capacity and suboptimal zoning arrangements within the buffer area contribute to queuing and increased TRT. Therefore, optimizing the buffer area through functional zoning and arrival distribution control is essential to improving terminal operational performance
