This study employs a quantitative approach using descriptive methods, utilizing secondary data on credit card transaction values, debit card transaction values, float funds, and VOM over the period 2015–2024. The data sources were obtained from the official websites of the Bank of Indonesia (BI) and the Central Statistics Agency (BPS). The analysis method employed is the Error Correction Model (ECM) to observe short-term and long-term dynamics. The findings of the study suggest that, over an extended period, credit card transaction values (KK) and float funds (DF) exert a positive and significant influence on VOM, while debit card transaction values (KD) prove to be statistically insignificant. In contrast, in the short term, float funds (D(DF)) exert a negative and significant influence on changes in VOM, while changes in credit cards (D(KK)) and debit cards (D(KD)) do not demonstrate a statistically significant effect. Furthermore, the lagged value of credit cards exhibits close to significant at the 10% level, suggesting a gradual adjustment effect on VOM. These findings suggest that policies promoting the optimization of credit cards and the management of float liquidity can encourage money circulation in the long term. However, the impact of debit cards must be carefully considered to avoid directly suppressing the speed of money circulation in the short term. Thus, the evolution of non-cash payment systems must strike a balance between transaction efficiency and its implications for national monetary dynamics.
Lhatifah Fitria Handriani, Taufiq Chaidir, Irwan Suriadi Copyright (c) 2025 Lhatifah Fitria Handriani, Taufiq Chaidir, Irwan Suriadi https://creativecommons.org/licenses/by-sa/4.0 http://jurnal.yalamqa.com/index.php/gara/article/view/397 Tue, 02 Dec 2025 00:00:00 +0700 ANALISIS FAKTOR-FAKTOR YANG MEMPENGARUHI TINGKAT UPAH PEKERJA USAHA INFORMAL DI KOTA BIMA TAHUN 2023 http://jurnal.yalamqa.com/index.php/gara/article/view/398
The purpose of this study was to test the effect of age, working hours, education, and gender variables on the wage levels of informal business workers. The research method employs a normative-sociological approach, combining doctrinal and legal norms analysis (Law No. 20/2016, Ministerial Regulations, and TRIPs) with empirical data from interviews and field observations with weaving artisans. The results show that GI legal protection has increased sale prices, added value, and product image, although its implementation still faces administrative, financial, and legal socialization obstacles. Legal enforcement of GIs also faces issues regarding proof of violations and weak legal literacy among artisan communities. These findings enhance understanding of community-based legal effectiveness and imply the need for institutional strengthening, a simple reporting system, and technological integration for GI supervision. Since then, oversight has been conducted only internally through the Honorary Council of the Constitutional Court (MKMK), which has proven ineffective due to potential conflicts of interest and limited constitutional legitimacy. This research adopts a normative legal method with three approaches: statute, conceptual, and comparative. The findings reveal that the current oversight system cannot ensure both judicial independence and accountability. Therefore, reconstructing the model is crucial, with three possible options: (1) restoring limited supervisory authority to KY, (2) institutionalizing MKMK as a permanent independent body with a strong legal basis, or (3) establishing a new external supervisory institution specifically for constitutional judges. Such reconstruction is vital to safeguard the integrity of MK’s decisions and strengthen public trust in constitutional justice.
Khairul Umam, Ashari Ashari, Muh. Historically, urban rivers have often been degraded into dirty and dysfunctional ‘backyards’ as a result of rapid urbanisation. In Denpasar, Tukad Badung experienced similar conditions, with dirty banks and minimal facilities. To address this issue, the Denpasar City Government initiated a revitalisation project that transformed the slum area into an aesthetic and functional public space. This revitalisation successfully changed the image of Tukad Badung from an avoided area to a popular destination. Before revitalisation, this area was only used sporadically for informal activities such as dumping rubbish and fishing. However, after the transformation, the patterns of space use shifted significantly. The area is now a centre for recreation, social interaction, and arts and cultural activities. This improvement was driven by several key factors, namely: increased physical and aesthetic appeal, the availability of adequate public facilities, the emergence of organised economic and commercial activities, strategic accessibility, and an improved perception of safety and cleanliness. Overall, this study concludes that planned physical interventions can fundamentally change the function of an area and the spatial behaviour of the community. The transformation of Tukad Badung demonstrates the success in converting ‘spare space’ into a dynamic ‘third space’, showing that successful urban development lies not only in physical achievements, but also in the ability to create socially inclusive and sustainable spaces.
Tjokorda Istri Praganingrum Copyright (c) 2025 Tjokorda Istri Praganingrum https://creativecommons.org/licenses/by-sa/4.0 http://jurnal.yalamqa.com/index.php/gara/article/view/428 Tue, 02 Dec 2025 00:00:00 +0700 TATA RUANG RAMAH AIR: STUDI IMPLEMENTASI DRAINASE BERKELANJUTAN DI KOTA DENPASAR http://jurnal.yalamqa.com/index.php/gara/article/view/427
This study aims to evaluate the compliance of Denpasar City’s spatial planning with Sustainable Urban Drainage Systems principles. The non-litigation path, known as Alternative Dispute Resolution (ADR), includes objection and appeal mechanisms aimed at providing efficient, timely, and low-cost dispute resolution. This study analyzes the effectiveness of objections and appeals as non-judicial tax dispute resolution tools and examines the legal status of Tax Assessment Letters (SKP) that have obtained permanent legal force from the perspective of legal certainty. The research employs a normative legal method using statutory and conceptual approaches, relying on secondary data from primary and secondary legal materials. The findings indicate that the objection process lacks independence due to decisions being made by officials within the Directorate General of Taxes, while appeals in the Tax Court are more objective but face challenges in duration and accessibility. Furthermore, although SKPs that have reached inkracht van gewijsde should reflect legal certainty, they remain subject to administrative correction under certain conditions, potentially undermining finality. Therefore, institutional reform, regulatory strengthening, and increased transparency are necessary to ensure justice and legal certainty in tax administration
Beverly Evangelista, I Gusti Bagus Sakah Sumaragatha Copyright (c) 2025 Beverly Evangelista, I Gusti Bagus Sakah Sumaragatha https://creativecommons.org/licenses/by-sa/4.0 http://jurnal.yalamqa.com/index.php/gara/article/view/463 Tue, 02 Dec 2025 00:00:00 +0700 PEMBANGUNAN DAN PEMBERDAYAAN MASYARAKAT DESA DITINJAU DARI UNDANG-UNDANG NO. 3 TAHUN 2024 (STUDI DI DESA MUJUR, KECAMATAN PRAYA TIMUR, KABUPATEN LOMBOK TENGAH) http://jurnal.yalamqa.com/index.php/gara/article/view/452
This article examines the implementation of village development and community empowerment in Mujur Village, Praya Timur Sub district, Central Lombok, through the lens of Law No. 3 of 2024 on Villages (amending Law No. 6 of 2014). It addresses two questions: (1) how village development and community empowerment are practiced in Mujur visàvis the Village Law and its implementing regulations; and (2) what the main obstacles are and how to address them. A socio legal (normative empirical) qualitative approach is used, combining legal analysis (Village Law, Ministerial Regulation No. 21/2020 and its amendment) with document review and contextual description (demography, village governance structure, and local economy) based on the village profile. Findings indicate that the statutory goals (well being, quality of life, and poverty reduction) require a participatory plan do check cycle via RPJM Desa, RKP Desa, and APBDes. Community empowerment should be inclusive, data informed, culturally sensitive, and involve village actors (village government, BPD, community institutions, BUMDes, and village facilitators) with facilitative, educational, representative, and technical competencies. Key obstacles in Mujur include human resource capacity, data quality, coordination, program continuity, and socio cultural challenges.
