Water-Friendly Spatial Planning: A Study on the Implementation of Sustainable Drainage in Denpasar City

Abstract

This study aims to evaluate the compliance of Denpasar City’s spatial planning with Sustainable Urban Drainage Systems principles. Denpasar, as a major urban and economic center in Bali, faces significant challenges related to flooding and waterlogging, driven by a combination of population growth, land-use change, and inadequate conventional drainage infrastructure. This research employs a qualitative approach, focusing on spatial planning document analysis, in-depth interviews with relevant stakeholders (government officials, academics, and practitioners), and field observations. The findings indicate a fundamental non-compliance between the Denpasar City Regional Spatial Plan (RTRW) and the implementation of Sustainable Urban Drainage Systems (SUDS) principles. While the spatial planning documents normatively incorporate environmental aspects, their on-the-ground implementation is still dominated by conventional end-of-pipe approaches, neglecting the importance of stormwater retention, detention, and infiltration at the source. Recommendations include integrating Sustainable Urban Drainage Systems (SUDS) principles into spatial planning regulations, enhancing institutional capacity, and public education to foster the holistic implementation of sustainable drainage practices.
