Village Community Development And Empowerment As Reviewed From Law No. 3 Of 2024 (Study In Mujur Village, Praya Timur District, Central Lombok Regency)

Abstract

This article examines the implementation of village development and community empowerment in Mujur Village, Praya Timur Sub district, Central Lombok, through the lens of Law No. 3 of 2024 on Villages (amending Law No. 6 of 2014). It addresses two questions: (1) how village development and community empowerment are practiced in Mujur visàvis the Village Law and its implementing regulations; and (2) what the main obstacles are and how to address them. A socio legal (normative empirical) qualitative approach is used, combining legal analysis (Village Law, Ministerial Regulation No. 21/2020 and its amendment) with document review and contextual description (demography, village governance structure, and local economy) based on the village profile. Findings indicate that the statutory goals (well being, quality of life, and poverty reduction) require a participatory plan do check cycle via RPJM Desa, RKP Desa, and APBDes. Community empowerment should be inclusive, data informed, culturally sensitive, and involve village actors (village government, BPD, community institutions, BUMDes, and village facilitators) with facilitative, educational, representative, and technical competencies. Key obstacles in Mujur include human resource capacity, data quality, coordination, program continuity, and socio cultural challenges. We propose a 12‑month roadmap and a 5C+G framework (Capacity, Collaboration, Compliance, Communication, Continuity + Governance) to strengthen village level development and empowerment governance.
